What are the rules surrounding Hogan and the NWO?
Like is it Hogan & Horace + another single to be his tag partner, or is it Hogan/Horace plus tag team? Does the tag team selected have to join the NWO? Because a 2 man NWO sounds kinda lame.
The rules surrounding the Outsiders.
From the wording I assume you're able to get them a 3rd man and still have a singles wrestler? If you select Hogan, as your single and the Outsiders, as your tag team, does Hogan automatically have to be the 3rd man? Is it considered too op to have Hogan/Horace plus the Outsiders/3rd man? If not op, is it then op if the Outsiders and the non-Hogan 3rd man join the NWO? Sounds op to me.

It would be Hogan + Horace plus a tag team, the additional tag team don't have to be part of the nWo. Hogan controlling the nWo adds the bonus option to invite or expel other user controlled wrestlers. This is the same for the other active stables as well. Picking Hogan+Horace and then The Outsiders would grant a extra single wrestler that also can be part of the nWo or not.

Any restrictions regarding a potential cruiserweight as the 3rd man? I love the way you're using the NWO, reading that. The extra worker can be a cruiserweight instead of a singles wrestler. Syxx would be a natural. If we get some more cruiserweights to join Jericho we can activate the Cruiserweight title as well.

The next tag team that joins will get a spot in the upcoming tag team tournament that will take place at WCW Starrcade to crown the first WCW World Tag Team champions.

Not sure if you're editing wrestlers' stats as you're going along or what, or if there's maybe other options with the moddable PC version of the game that could simulate it, but if Rick Steiner is going to wrestle in the tag title tournament and also defend his title at Starrcade, it might be interesting to give him a disadvantage to simulate fatigue. Like maybe temporarily lowering his breathing/spirit/endurance for his final match.
Just thinking out loud here; obviously you should do whatever you think is best.
