Bischoff had a briefcase with him, Bischoff talks about how the RAW roster deserves a champion that wont run away and will the RAW fans deserve a champion of their own. Bischoff calls Triple H down to the ring, HHH comes down and enters the ring and shake's Bischoff's hand. Bischoff tells Triple H that last night he defeated Sting and it showed Bischoff that he's exactly what a champion is and that RAW needs somebody like him to be the face of Monday Night RAW. Bischoff opens the briefcase and inside was the Big Gold Belt aka the World Heavyweight Championship. Bischoff says that tonight hes going to make Triple H the first ever World Heavyweight Champion but before he can hand it to Triple H, Shawn Michaels comes down to the ring and confronts both Bischoff and Triple H. Michaels tells him that HHH doesnt deserve anything and he's a backstabber and a coward. Michaels challanges Triple H to a match tonight to crown the first ever World Heavyweight Champion. Ric Flair then makes his way to the ring and tell Bischoff that he should be the World Heavyweight Champion because that Ric Flair made that belt, Ric Flair is a 16x World Champion and tonight he wants to make it 17x. Sting then comes down to the ring and says that Triple H's win last night was a fluke and that he deserves a rematch and that when he was WCW Champion he defeated Hulk Hogan in the main event of Starrcade and changed the business and that's what he wants to do tonight. Bischoff makes an announcement that tonight will be a Fatal Four Way match between Ric Flair, Shawn Michaels, Sting and Triple H and the winner becomes World Heavyweight Champion.
Eric Bischoff tried to present Triple H with the World Heavyweight Championship but Flair, Michaels and Sting intervened. Later in the main event of RAW, Ric Flair surprisingly helped Triple H win and become the first ever World Heavyweight Champion.

Is The Reign of Terror coming? Evolution being built? I'm myself booking the 2004 era in TEW and ending the Reign of Terror just to shake things up. It won’t be the Reign of Terror as much as it was in reality but Triple H will be in the title picture for a pretty long time and rightfully so. He was the focal point of RAW during this time and I think he’s the best one in my universe to be the World Heavyweight Champion.

I've always admired Triple H as a performer despite of all the internet non-sense at the time and of course him being a bit protected, but like you said... "rightfully so" sums it all up.
