Owen's family meant more to him than wrestling, so he's retired before WCW and ECW close. I reckon hes told Vince he's done by about Wrestlemania 2000 and he's given one final Mania payday there.
Who he faces at that event depends on if him living convinced Jeff Jarrett to stay or not. If it does, he faces Jeff Jarrett in a loser leaves town/retires match. If Jeff leaves, I think he's thought of "If not a friend, who's the best pure wrestler I can face in a Wrestlemania 10 like classic and put them over, on my way out?" And in that case I'd believe he's already earmarked Kurt Angle for that.
