Okay, call me insane if you all want...but, I'll throw this out there for discussion.
Why not actually do this for real? Things have moved on a lot since 2002, must be easier now surely. Where would be the cheapest place to get insurance and run a show? Venue, ring, workers. Do any halls have their own? I know most will ask for insurance, so how much is it...be it a Hall in Saskatchewan or in wherever.
Be the Booker Wrestling, by the fans and for the fans. Wouldn't even need to be once a month, just enough to not stretch anyone's finances, and you could have each show crowd funded. Heck, every show could be for charity. Eventually, 3 or 4 or 5 or however many years on who knows? Everything can be discussed remotely these days, shows can be streamed (to fans and/or management) or filmed and provided for purchase etc later.
Shoot me down, discuss it out, get on board...whatever. For all the fantasy boards, I don't think I've seen a discussion on doing it for real.
