I agree with most of the new rules. I think #3 would possibly made the fans seem dumb. Sure, it could lead to a plot hole angle where someone (for ex. Pillman) could bring a gun to a match, but no one would expect things like that to happen and they simply wouldn't, but how do you cross ladders and sledgehammers, per example, but not Sandman's cane?

But if, I don't know, the FBI's new gimmick is grating their opponents' foreheads in their pasta (I hope Russo is not reading this), then they start coming out with the graters, so that gets accepted like Sandman's cane, the Dudleys' tables and so on. The limit is more on what's available out there, rather on what can be used, because weapons are generally accepted. The lack of DQs could also work as a great heat factor, once somebody gets actually disqualified for once Great question, because it also made me think of another thing I haven't specified: as Hardcore TV keeps the actual format, the live events will feature more rematches than one would find on a WWF/WCW schedule, as not all of them get broadcasted on TV anyway

ECW roster - August 1994 (I have omitted wrestlers that haven't debuted yet and the ones that are pretty much done)
Wrestlers
911 Babyface, with a bodyguard gimmick. He protects Paul E., but also helps Tazmaniac and Sabu. He supports them in their feuds. He doesn't wrestle all the time, but he's known for chokeslamming everyone in his path. He's still undefeated, in terms of never being pinned of submitted so far, but he mostly squashes opponents
Cactus Jack
Babyface, with a risktaker gimmick. Recently arrived in ECW for a dream match with Sabu. He faced his mentor Terry Funk and their relationship improved. Currently World Tag Team Champion with Mikey Whipwreck, he took him under his wing and they just defeated the Public Enemy to win the belts
Chris Benoit Heel, with no gimmick. Debuted during the World Title tournament and lost to Too Cold Scorpio in the first round
Dean Malenko Heel, with no gimmick. Debuted during the World Title tournament and lost to Shane Douglas in the semifinal
Hack Myers Babyface, with a shah gimmick. He debuted as a heel and a lowcarder, losing most of his matches. He recently turned babyface and won a feud against Rockin Rebel, his former tag team partner
JT Smith Babyface, with a local hero gimmick. He's an ECW original, beloved by the fans and kind of an underdog due to his losses. He is a former TV champion of the old ECW, then lost the title in the feud against Jason and Pitbull #1

Recently changed his whole character, as he now drinks, smokes and canes people for fun and to please Woman. Huh, this is a better starting roster then I thought it would be. I can already guess where things could go, Douglas forms the triple threat faction with Benoit and malenko after being impressed with their showing at the tournament to help protect his Title. In response Paul e and funk would from their own stables to feud with them, with Paul officially making sabu, Taz and 911 members of the dangerous alliance and Terry would either form his fmw stable the Funk masters of wrestling or the funkin army from mlw with Cactus jack, Mikey whipwreck and Tommy Dreamer. Benoit and malenko could take the tag belts off Jack and Mikey to show triple threats dominance for a while. And main events would feature feature Douglas defend the gold against Funk, sabu, Taz and Scorpio. Interesting idea, let's turn triple threat into the revolution by turning Scorpio Heel and joining Douglas. Apparently he was a member of triple threat for one night after Shane left for wwf and he feuded with sabu so Douglas gets more man power behind him and Scorpio would bring the TV title into the revolution too. As for Stevie richards, this should be around the time he starts impersonating Scott levy's old gimmicks to make way for raven to succeed Shane as ecw's top heel so yeah keep that.

Yeah, the roster is actually pretty good. I suppose that's only the regular roster, but you'll also use some indy jobbers here and then (or here and here, since ECW did it every single show). About those: will you use the exact same ones or use the ones you like with a similar popularity?
Btw, sure the roster is good, but I'm not here to see Benoit or Malenko pushed! I'm here for Hack Meyers and 911's World Title feud!!!

Quick note: As these shows are not just PPVs where 90% is made of matches, they are also used to enhance angles, announce matches, etc. like the real ECW. So I will also shortly describe the angles, along with the matches
ECW An Extreme Era 01.10.1994 Philadelphia, PA
(This show actually wasn't released as a live event, but I feel that there was a huge gap between the last event and November to Remember. I needed an extra show to build up to my season finale)
ANGLE: Mr. Hughes is upset about not having an opponent and launches an open challenge. Ron Simmons answers it, making his ECW debut
1. Open Challenge: Ron Simmons def. Mr. Hughes (5 mins) Hughes sucked. I mean, the way he sucked wasn't even funny. He made Mark Henry look like Ric Fla... Wait, Henry sucked too. Anyway, he had a decent push in ECW in 1994 for some reason and I want him to pass some heat to somebody that can actually do something with it. Enters Simmons, unannounced in a cool surprise. Hughes has been bullying a lot of opponents thanks to his size, but Simmons won't be pushed around. Short match and Simmons wins clean with an impressive powerslam
ANGLE: Hughes cuts a promo on how he's still the biggest and baddest guy in ECW, so cue 911, who chokeslams Hughes twice while Paul E. jumps around. Bye bye
2. Chris Benoit def. The Tazmaniac (w/ 911 and Paul E. Dangerously) (12 mins) The "real opener", if you will. At the World Title tournament, Benoit made a good impression on his debut and here he faces Tazmaniac, who lost to Shane Douglas in the first round. This would be stiff and snug. Tazmaniac can also be elevated, as he indulges in trading suplexes with the Canadian star. Poor choice of words, I know, but Benoit has a super serious approach and needs to be put over as a "killer". They go back and forth, with Benoit finally winning after a german suplex from the second rope on his opponent
3. The Public Enemy def. The Bad Breed (7 mins) Both teams are looking for redemption. Public Enemy lost the titles in August and want to get them back, but they find Bad Breed in their way, this can be a spin-off of the feud that they had in the summer for the Tag Team Titles. The Rotten Brothers know that the momentum is not on the Enemies' side and they might finally have the chance to avenge the feud loss. Usual "trash" match, so not a long one, the Enemies pin Axl with a double powerbomb on a trash can
4. I Quit Match: The Sandman (w/ Woman) def. Tommy Dreamer (11 mins) Dreamer's star is rising after the way he took Sandman's cane shots. This angers Sandman and also Woman, who is offended about Dreamer not getting on his knees before her, taking all the pain instead. An I Quit Match is made here, as this time Sandman vows on making Dreamer quit and Dreamer promise he won't, no matter what. This is set to make Dreamer even more of a martyr. Somehow, Sandman ties him in the ropes and starts caning him again, this time on his head, but a bloody Dreamer refuses to quit. The torture goes on until Cactus Jack runs out for the save and throws the towel to save Dreamer, as he would have never quitted on his own accord
ANGLE: Dreamer gets a standing ovation while the babyfaces help him backstage. Tod Gordon pops in to check on Dreamer and Joey Styles puts his courage over. Dreamer, despite being almost unconscious due to the all the cane shots, begs Tod Gordon to book another match against him and Sandman as he did not quit here
5. Hack Myers def. Stevie Richards (6 mins) Stevie gets another chance in ECW, but his goofy and silly ways meet an angry Myers, that recently turned babyface. Stevie tries to get Myers to join his silly dancing moves, but Myers doesn't want any part of it. Richards is generally booked as a good wrestler, as he shows plenty of potential, but he wastes too much time in silly stuff to get anywhere, so he fails to capture a win yet again. Myers wins with a lariat, when Richards had the upper hand but wasted too much time
ANGLE: Before the Sabu vs Dean Malenko match, Sabu is attacked by both Benoit and Malenko on the stage, but 911, Tazmaniac and Paul E. arrive to rescue Sabu, so Benoit decides to run away and the others are ejected too
6. Sabu def. Dean Malenko (13 mins) The match starts without anyone at ringside and Malenko uses the earlier jump to work on Sabu's legs and dictate the pace of the match. With nobody at ringside, there would be more focus on the wrestling. Hanging with Sabu in the ring (after the good tournament's performances), would make Malenko an immediate player in ECW. However, Sabu has a good comeback and uses a chair to connect with the arabian facebuster, winning the match despite his bed leg
7. ECW World Tag Team Titles: Cactus Jack & Mikey Whipwreck (c) def. The Pitbulls (w/ Jason) (10 mins) Cactus and Mikey were a really unique tag team, Cactus is trying to get the best out of the scared Mikey, who's slowly gaining confidence. This match can be a good spinoff of the feud that Mikey had with Pitbull #1 and Jason, that also costed him the TV Title a few months earlier. As predictable, the Pitbulls destroy Mikey everytime he's in and Cactus has to work hard to save him a few times. Cactus finally gets the hot tag. At the end, Mikey sacrifices him with a dive to knock Pitbull #2, so Cactus hits the cactus elbow on #1 and pins him to retain
8. ECW World Heavyweight Title: Shane Douglas (c) def. Too Cold Scorpio (15 mins) Easy set-up here, as Douglas gives Scorpio a rematch, which is what Scorpio wanted (and asked) after the tournament final. Despite his behaviour as a fighting champion, the Franchise's ego is at an all-time high, as he feels ECW has evolved thanks to him and he's better than anyone else. Scorpio says he has nothing to lose here, so Douglas will see an even more dangerous side of him. Both Benoit and Malenko run down at ringside towards the end. Scorpio manages to punch them off the apron, but Douglas hits the belly-to-belly suplex on him to retain
ANGLE: Douglas, Benoit and Malenko celebrate together and form the Triple Threat
